Verse 8 of Surah Al-Mumtahanah

Surah Al-Mumtahanah was revealed during the last years of the Medina period, between the Treaty of Hudaybiyyah and the conquest of Mecca. Although most of the surah was revealed in relation to the attempt of the companion Hatib ibn Abi Balta' to leak secret information to protect his relatives in Mecca, verses 8 and 9 contain general principles regulating relationships with non-Muslims. The phrase "Allah does not forbid you" in the text of verse 8 indicates that the verse carries a permissive and encouraging nature rather than a prohibitive ruling. Accordingly, doing good to and acting justly towards non-Muslims who have not fought against Muslims, expelled them from their homes, or participated in such attempts is not only permissible but also recommended behavior; for Allah loves those who are just. The background of the revelation of this verse involves the visit of Abu Bakr's mother, Kutaylah, to Medina. Abu Bakr's daughter, Asma bint Abi Bakr, asked the Prophet whether she should host her mother, who was a polytheist. The Messenger of Allah replied, "Yes, do good to your mother," and this narration has been directly associated with verse 8. In the context of the interpretation of the verse, Islamic scholars have explained that normal commercial, social, and humanitarian relations can be maintained with the People of the Book and other non-Muslims who do not actively fight against Muslims or harbor enmity towards them. This approach is a concrete reflection of Islam's understanding of tolerance. When evaluating the social and political context of the verse, the following picture emerges: The surah was revealed during a period of intense tension with the enemy Quraysh. It is stated in the Holy Qur'an: "Allah does not forbid you from being good and acting justly towards those who do not fight you because of your religion and do not expel you from your homes. Indeed, Allah loves those who act justly."
